I'm not sure what happened to the "unofficial" FEDREC status board that had been periodically updated with scroll status' but it seems to have been retired, missing, or removed. In any case, please feel free to use this new thread to ask questions and post updates to our little '"Promotion Purgatory Support Group". I do not work for NGB so I will not be able to get you answers, but at least we can re-establish the forum.

STOP! Please read: If you are here, you want info on how long scrolls are taking or to see the status of your scroll. Help the next person by posting your experience. Once your orders are published, come back and make a new response to the original post with your scroll number, date your FEDREC was sent to NGB and the date your orders published.

If we get more people to post, the data gets more reliable and useful. You can then see if your scroll is an outlier and you can raise a flag with your command.

I'm sure people come by and read these posts without adding to the discord. Join the community and help the next person!

So, who has the skinny on when the scroll is over 100 days, and how the new law works with DOR being pushed back to the day of State promotion action?

I found the below text when searching for the answer. My scroll (P10-24) is at 86 days in the DoD approval cycle, so at this point, I kind of hope that it takes over 100 days if it will be backdated. A few scrolls around mine (P07-24, P09-24, and P12-24) have all made it completely through the process, not sure about P08 or P11. Don't know what the holdup is for P10-24 at the SECDEF level. It will probably get approved on day 99 and not get the benefit of this new policy.

U.S. Code Title 10 Subtitle E PART III CHAPTER 1405 § 14308- Promotions: how made

(f)Effective Date of Promotion After Federal Recognition.—
(1)The effective date of a promotion of a reserve commissioned officer of the Army or the Air Force who is extended Federal recognition in the next higher grade in the Army National Guard or the Air National Guard under section 307 or 310 of title 32 shall be the date on which such Federal recognition in that grade is so extended.
(2)If there is a delay in extending Federal recognition in the next higher grade in the Army National Guard or the Air National Guard to a reserve commissioned officer of the Army or the Air Force that exceeds 100 days from the date the National Guard Bureau deems such officer’s application for Federal recognition to be completely submitted by the State and ready for review at the National Guard Bureau, and the delay was not attributable to the action or inaction of such officer—
(A)in the event of State promotion with an effective date before January 1, 2024, the effective date of the promotion concerned under paragraph (1) may be adjusted to a date determined by the Secretary concerned, but not earlier than the effective date of the State promotion; and
(B)in the event of State promotion with an effective date on or after January 1, 2024, the effective date of the promotion concerned under paragraph (1) shall be adjusted by the Secretary concerned to the later of—
(i)the date the National Guard Bureau deems such officer’s application for Federal recognition to be completely submitted by the State and ready for review at the National Guard Bureau; and
(ii)the date on which the officer occupies a billet in the next higher grade.

NGB has a PPOM (23-047) out that says you will only get backpay for days over 100 days after NGB accepted the FEDREC from the state. This does not seem to meet the NDAA...

Dec 23 “Awaiting assignment to scroll”

Jan 3rd - Day 1 - Scroll p12-24 Awaiting HQDA approval

Day 47ish - status changed to “awaiting secretary of defense approval”

Feb 28th - Day 56 - still “awaiting secretary of defense approval” but promotion order hit iperms with effective date of 15 Feb.

Congrats. That's a quick turnaround. Scroll P10-24 is still at SECDEF and has been for 32 days. Hopefully we are right behind you.

I know that per previous posts, Scroll P07-24 hit Awaiting Secretary of Defense Approval on 29JAN24 and was approved 3 days later. Scroll P10-24 also hit Awaiting Secretary of Defense Approval on 29JAN24 but has not been approved and is now at 77 days in DoD Approval cycle. Does anyone know the status of P08-24 and P09-24? I'm pretty sure that they also hit SecDef on 29JAN24, but I didn't know if they were also still waiting. It looks like P06-24 took 21 days at SecDef, but everyone else that finished recently took considerably less time.

There used to be an email address, a CW4 Reese I think, that had her out of office set to the current status of all the scrolls. Does anyone know if someone else currently working at NGB does the same? It would alleviate a lot of questions if we could get the info straight from the source.

I believe P09-24 was publised. There was a CPT her that posted but did not state how many days in cycle they were.

Even though it still shows "Awaiting Secretary of Defense Approval" at 92 days, my promotion orders just hit my iPERMS with an effective date of 14FEB24.

Scroll P10-24 hit Awaiting Secretary of Defense Approval at 55 Days in DoD Approval cycle.
As of today, 19FEB24, we are now at 76 days in DoD Approval cycle and still waiting.

***UPDATE*** As of 06MAR24, P10-24 still shows being at Awaiting Secretary of Defense Approval at 92 days in DoD Approval Cycle. However, my promotion orders just hit iPERMS with an effective date of 14FEB24.

We are on the same scroll. Saw another post for P09-24, and the poster had received their promotion orders in IPERMS as of today, but still indicated they were at 79 days in the portal. Like you, I thought it would be a matter of days once it hit SEC DEF approval status.

We now know that scroll P12-24 is complete, so the scrolls are out of order. I know that the scrolls are reviewed at every step, but usually by the time they reach SECDEF, they should have already been pretty well vetted. I don't know what they have found at this level, but something is definitely holding up scroll P10-24.

Been waiting on assignment to scroll for a few weeks now. Just noticed today it moved over to - List ID U07-24; 0 Days in DoD Approval cycle. Now the waiting game officially begins. I'm holding out hope watching some of these timelines in here that it wont take TOO long.
