I was informed that the commander from the gaining unit is not required to sign the 4651 in order to initiate a transfer. The only two mandatory signatures are that of the Soldier and commander from the losing unit. Is this true? Any referencing literature?

I transferred units multiple times while on the reserve and the gaining unit commanders had no idea until i showed up to formation on my drill weekend lol.

Only the soldier and the losing commander. The gaining commander does not have to sign
