Does anyone know who qualifies to receive the GWOTSM? I looked up AR 600-8-22 para 2-19 but still unclear as to when was/is the last date for this medal!

I currently have 2 junior enlisted soldiers under me and I am trying to get more guidance on the GWOTSM. I have asked S1 personnel and they have given me dates of "end of eligibility" ranging from DEC 12 to JULY 13. However whenever I look it up on AR 600-8-22 2006 (RAR 24 June 2013) verision it still states that the date is still to be determined. What if any is the date for "end of eligibility for the GWOTSM and where can I reference that date. Thank you in advance for your help and guidance.
