Who do I have to talk to in my unit to retake the asvab to change my mos?

You can talk with your Training NCO. Find the nearest active duty base to you and speak with the Education Office. Or find out if your Reserve Center has an Education Office and speak with them

Do you need to retake it? It's not a requirement to change MOS, only to raise scores to meet minimum requirements.

Then yep, do as MSG (Join to see) said. You can start studying high school math and reading comprehension to get a head start as well. Don't just shoot for what you need for engineer, get as high a GT as you can as other opportunities may present later, most require 110, the highest I've seen being 118 as a minimum requirement.
