Who is the first person I should talk to about obtaining a waiver?

Sorry.
So, I passed through OKC MEPS, but when tested at 30th AG Reception Battalion I failed The Audiology test. (4000-5000 freq)
The Captain gave me a EPTS and sent me back home to obtain a waiver. During reception I had a nasty upper respiratory infection, I figured they would’ve flushed my ears out or something like that before giving me a EPTS And sending me home. Thanks for the info.
