I'm looking for advise from senior leaders who right ncoers and understand the new rules from 2015. From what I understand about the new NCOER requirements the rater is to be of two ranks above the rated. My unit has my section sergeant who is one rank above me as my rater. When I ask about it they try to change the subject. My question is what is the right answer? I need the right answer why.

What does the regulation state?? What AR should you be looking at? What DA Pam? Where is the rating chain published? Do you have a clear rating chain? Who approves the rating chain?

Funny story related to this. One shore duty command got a new CPO in charge of a group. Evaluations were due at his arrival and he was instructed to write them up. He explained it was not fair to his charges and do them. He did so and gave everyone a 4.0, a perfect score. His answer, "Anyone that can put up with this BS deserves a 4.0. We became immediate friends.
