Who should my son reach out to for assistance with getting paid his Army enlistment bonus and for his recent promotion?

It is my understanding that the first portion of an enlistment bonus payment is made at or by the end of the first year of enlistment. Also there was a promotion that was pinned in June but pay has still not increased at this point. This is an active Army question regarding my son and I am not familiar with Army policies but he cannot get any assistance from NCOs or Platoon Leader. Who should he reach out to for assistance?

He should have received his first portion after getting to his unit. Most likely he didn't turn in all the documents to finance necessary to release the bonus. S1 will have the list, it's standard for inprocessing new Soldiers.
For the pay he simply has to provide a copy of his promotion orders to finance.
