Why and when was the maximum GT score lowered from 160 to 144?

Lol what makes you think 144 is the max?? I have a 139 and I know people with over 150

Why? The ASVAB is an evolving program.
In addition to updating the question pools and number of questions for each section, the raw scores and axes for line scores must be periodically adjusted so that an AFQT (overall) score of 50 accurately represents 50% of the pool of test takers for a given sample (this is called normalizing, same thing happens with SATs and most standardized tests, and even happened with the APFT).
FYSA, the max for GT has ranged between 130 and 160 and changed about 5 times in the last 25 years,
Pro tip: if you want to know if a particular GT score was max for that time frame, check the AFQT score from the test, if that is 99, then the GT score was max.
