Why arent seniors held to the same standards as lower enlisted? **NOT ENFORCED**

I've constantly seen high ranking personnel walking and talking on their cellphones, hands in their pockets, way out of appearance regulations etc...and no one says anything. But, if "PVT SNUFFY" does something like that, the whole worlds comes to a hault. I understand they've done their time but how can they expect new soldiers to uphold standards that they continue to break every single day.
