Why can't a 100% disabled veteran get outside dental treatment?

Just like anything with the VA, you can. You just have to pay for it yourself, or have a referral.

If you don't use the available VA, then you will pay out of pocket, unless you can convince them otherwise. Like seeing outside ortho folks, because VA is backed up for 6 months.
