Why did the powers that be increase the TIG/TIS requirements for primary zone and then add a third category when they created the MLI system?

The MLI (mandatory list integration) is a good idea in principle but they messed it up when they added to the amount of time needed for primary zone. I will be pinning SGT soon and because of how long it took me to make it under the old system I would have been in my primary zone after 10 months TIG now I have to wait an additional 7 months. I don't understand the thinking behind it as with most things in the Army my hope is that someone who actually help make this system will see this and answer my question or better yet reevaluate.

SPC(P) King, I can attest that as you progress through the junior enlisted ranks, no one controls your promotions but you. As SSG Pefley stated above, you should only worry about enhancing your standing on the list. Doesn't matter if secondary zone points hover around 700, at some point no one on the list will have that many and points will drop, which is when you need to be ready. I can recall making SGT and SSG at 681 and 680, respectively. Cutoff scores for those were 681 and 680, respectively. Point being, I was the last one to get picked up in secondary zone both times. I just so happened to be ready when points dipped below 700 for the first time both times! Keep doing the right things. Continue to develop as a Leader, mentor your subordinates and keep pushing to be better. Good job on seeking guidance in a forum such as Rally Point. Speaks volumes as to what type of Soldier you are!

SFC Chris Young thank you for the advice I will of course keep trying to better myself every day. I don't think I've ever met anyone who has achieved so many promotion points so my hat is truely off to you. I know what I need to do and I will keep striving to Improve. I appreciate everyone's responses thank you all for taking the time.

It’s based on the population of the rank. I’m sure they weren’t looking to screw you over. It sucks but ya about personnel mangment. You venting?

Yes sir just venting but at the same time I can't wrap my head around it. I don't know a whole lot about the inner workings of personnel management in regards to how the Army decides requirements for promotion. I was under the understanding that the Army needs more NCO's. I have been watching the points required for promotion decline ever since President Trump took office and decided to increase the force so my thinking on the situation is if your trying to increase the force and you need more leaders why make it harder to attain the position. I know that sounds silly as a leadership role is hard enough to obtain and you should have to work for it. That being said career fields like mine "balanced and under strength" the points are high and not easy to come by so why increase the amount of time for primary zone which is the only thing at all that gives relief in the struggle to make the cut off. I do appreciate you taking the time to respond never imagined a COL would take the time.

SGT(P) (Join to see) - I'm slightly confused, Are you currently an E-5? If your an E-4 you need 8 Months TIG which it seems you have since you stated you have been promotable for 2 years now, and 36Months TIS for the Primary Zone to promote to E-5.
E-6 is the big Jump if your looking at making the move to that role, and you promoted right at the minimum requirements for the E-5 Slot where you need 7 Years TIS
While the Army may have a need for NCOs They need NCO's that will be leaders, I don't know you as a person or a Soldier so I can't speak on your abilities. But If I just promoted everyone from E-4 to E-5 that has met the TIG/TIS requirements along with enough points in the Promotion Board Review. I'll have my NCOs that I need, But I will also have Questionable NCO's who just collect the more pay and rank. This is already a problem in the Army and I don't think they want to make it a bigger problem.

I have enough TIS to be an E-6 in their primary zone come June 5 th under the current system. I will pin E-5 on the 1st. Under the new system I have to wait 17 months to be in my primary zone where my points are relatively low on average around 570 my secondary points are on average in the 700s. That's why I'm concerned with this I am not try to be an advocate for making promotions easier I just don't understand why the Army would change the primary zone requirements only and then take the time to add a third category of MLI which has it's own TIG/TIS requirement. So far I haven't heard a reason that makes since all I'm getting it people telling me because your not ready. I say to those soldiers tell me I'm not ready tell me one grade you reached you were ready for.

The thing about points, don't worry about what the cut off is. The cut off is directly relative to the points of the personnel on the list. So if the top person in the primary zone has 570, you have 571, and they have more than one slot, you'll pick up too...

Just as the 798 level, no slots open. but if you have that many points to make it at that, they don't care; you're picking it up anyway.
