Why do many MOSs require less than 4 years to reclassify (for Junior Enlisted)?

I understand it can be waived (even while not always listed) but I still question the reason behind this rule. Wouldn't more experience be more ideal?
Re-enlist also requires at least 3 years remaining in their contract so for most MOS that's not an option if their TIS is 4 years+.
Does the re-enlistment process support this?

I think your question is misunderstood. You may want to reword it. Also, your career counselor would have these answers.

However, SGT (Join to see), yes, you're better off asking your question directly than more general. If you're looking to reclass 25CMF to 17C, say it straight out, ask your branch manager, career manager, and other 17C's here.

I do understand where it can seem indirect, SFC (Join to see). If I were to re-state:
What is the objective or purpose of limiting reclassification options based on extended time in service? I neglected to provide more examples though many others apply this same requirement other than 17C. (46Q/46R, EOD, 29E, etc)
Many of these options disqualify a Soldier due to Time in Service while simultaneously have a Service Remaining Requirement that is certainly not within range for a soldier re-enlisting.
Ultimately I'm asking if the re-enlistment process supports this by allowing you to extend your SRR so it might be possible to reclass at all to an MOS like 17C with these requirements. Otherwise I don't see the logic of practically restricting a newly created/ under-strengthened MOS that requires a TS clearance mostly to newly enlisted Soldiers while also limiting experienced soldiers from re-enlisting into it.

SGT (Join to see) - You do not have to be in your reenlistment window to reclass. There are stipulations and guidelines though. Also, other than those MOS's that specifically state a certain amount of SRR, it is usually based off of the length of AIT.
