I commissioned for active duty 66s back in December and have a DCC start date ( with orders) of June. I went to go get my CAC per my recruiter and they would not issue me one saying my status read as IRR. My recruiter is also perplexed..... what is this???

You are likely in the same boat as me. I also commissioned in December and I am currently in the IRR pending my BOLC report date. They place us in the IRR because we are not in a pay status and have to be placed somewhere. You can get the green IRR card but that doesn’t help with the email system.

I don’t have a date just yet. I’m waiting to take the NCLEX and then I’ll get a BOLC date.

If memory serves.... Have you physically processed in? That would include doing finance, DEERS, start pay, etc. That typically occurs when you check into your first AD initial school. If not, then that's why you wouldn't get a CAC until then. Can't have a .MIL account until then. That said, you should have a military ID card otherwise known as the DD Form 2. For IRR that would be a reserve green card. I would surmise the IRR status is just the holding pattern you are in until you start your first day on duty which will also be your start date for pay, retirement, and promotion. During this period, they should be processing your security stuff as you must have the ability to obtain a clearance, not necessarily need one in your billet. Also, is your recruiter enlisted or an officer accessions type. I'd presume the later. Either way, there should be no obstacle to getting a DD-2. BTW congrats on getting your full RN degree. You'll have an interesting journey. Take it a day at a time initially as things will fly at you fast. That and the hospital admin types will have a very different culture than what you may have observed in the civilian world. Good luck.

Ok that makes sense, thank you for replying. The security clearance and everything is all done from what I understand. I had my security interview back in 6/19, and never really heard anything after that. I guess this is just the waiting period before DCC. But how will I know where to report to? Is my recruiter still my correspondence link since so won’t have a military Email?

You will get a set of orders with a packet telling you pretty much everything including what to bring, what you can't bring etc. Since you don't have a Govt credit card yet, I presume an eTicket for air will be included. One of the first things they teach you is how to fill out a travel claim so authorized expenses can be paid. Please don't judge the military solely on the travel system. Everyone knows it was designed for the bean counters and not the travelers. The MIL is big on direct deposit so make sure you have your account/RTN information.
