Why does the VA only help when you are homeless and not before?

While I am sure there are situations where a Veteran is left out in the cold, fundamentally I would have to disagree. The VA offers many programs to Veterans, unfortunatley it is challenging ensuring that Veterans are aware of what they offer. If Veterans do not regiser we cannot hold anyone else accountable for there inaction.

So they told me that they only help people that have had money problems because of the Military

There are other resources. First I would ask these people that you're calling for help if there is a service they can recommend. There are also (usually) community services that will assist veterans at risk of homelessness.
