Why don't all the branches have something similar to the US Army Partnership for Youth Success (PaYS) program?

I have no idea if the program is actually successful or not, and if anyone here has used it, please enlighten me but why don't all the branches have similar programs?
For those who don't know what the program is: The Partnership for Youth Success (PaYS) Program is a strategic partnership between the US Army and a cross section of corporations, companies, and public sector agencies. The Program provides America’s youth with an opportunity to serve their country while they prepare for their future. PaYS Partners guarantee Soldiers an interview and possible employment after the Army. This unique Program is part of the Army’s effort to partner with America’s business community and reconnect America with its Army.
I don't see why all the branches can't provide a similar program?

"Guarantees an interview after military service" = bucket of air. Now, someone please tell me how much the Army is paying for this. <--The answer to that question will reveal why the other branches aren't participating.
