Its not tough, they are just not doing it...Likely because they failed at the job of being a rater and have NO idea what to write about you.
If you want it done, write your own and email it to him as "suggestions" he will likely change a few words and sign it.
Its wrong, its unprofessional on your raters part, but it is an ends to a need.

Post her unit

Ask the community if there is anybody in the same unit or closer than willing to make face-to-face contact
Her unit unit chain of command company senior NCO make contact on a drill weekend that's the only time you're going to get unit support
When it's easy and a captive audience because she's already there in the unit area
Find out the unit training schedule when are they doing AT?
When do they have a mandatory class set up where she will either be accounted for on site or location otherwise accounted for
If so message them her name and any other identifying contact information you have
Stop thinking about what you don't have
And focus on finding a solution

I'm sure you can list out 1000 reasons you can't get this done
But if you look at it do you homework ask for help when appropriate you'll find one way to accomplish the mission

What infuriating to me is this thing can be fixed in under an hour by the company 1SG on any drill weekend she's present
The only thing the 1SG needs is a laptop with connectivity
a draft NCOER FROM UIU
A valid APFT
Case of water and 3 MREs
Then giving a lawful order
don't get out of the chair until the draft is done
Don't leave the room until the draft has been reviewed
Don't leave the unit area until the final NCO ER has been submitted

SGM Erik Marquez - I totally agree with you and I even emailed her last known company commander who I had contact with in early february two days ago and still no answer. I might have to just send her commander the old support form and see from there what the 1LT can do for me.

SGM Erik Marquez - this morning I received a forward email from that SFC that was my rater from a month ago from her to the IG agent, and she states there that the IG agent threatened​ her with legal matters and that the agent has not provided a rating scheme and that she was not ever informed that she was my rater. So though I have an excel sheet indicating her being the squad ncoic and me being right under her I guess that's not enough proof. In that email I see she CC her brigade NCO change and noone is willing to do anything not even the IG agent. What do you recommend, I'm thinking of speaking with my 1SG and requested at least a sit down with my battalion or brigade CSM. Should I keep pursuing this change of rater?

Speaking for myself, I have found EES to be an absolute bear to work with anywhere but on a government computer. That gave me all sorts of hell on the last evaluation cycle.
Having said that, depending on how long it has been, there aren't very good excuses for not doing so. It is well known that a COR is a required report.
Most likely, the leaders of the unit aren't tracking it because you are no longer on their roster.
If you have to, you can eat the non-rated time without too much consequence, or even do an extended annual at your new unit, but the first option is definitely getting the report done the right way.

SSG Dennis Mendoza - Time to follow up then. It shouldn't have been at the POG for more than 30 days.
Keep in mind that once you get the 368, you still have to be discharged from the USAR in order to go RA. If done correctly, there should be no break in service.

1SG (Join to see) - I know but it's all waiting I guess, when I emailed my UA she told me that she will notify me when ever she hears back about your packet.
I figured that at this digital age it shouldn't take more than a few weeks to get a response about the packet.

SSG Dennis Mendoza - It is still Reserve, and most of the commanders are part-time too. Still, 30 days is a very reasonable period, and is in pact what CAPOC's written guidance directs for all echelons.
Basically, your UA said that she hasn't heard back, and stop asking. That is bullshit. She doesn't say she looked (she can), or that she called to check status (she didn't). We can do better than that. Which is why I suggested the commander conference call angle.

1SG (Join to see) - I'm going to have to go that route you are suggesting my detachment NCOIC is the agr that works with that UA on a daily basis, I'm going to ask him if can ask my commander if there is a possibility to ask about my packet to 2POG but he even told me to ask her about my packet in March. So I'm not sure how much he can help me with this.

Have you initiated the eval in EES? If not, you can have someone initiate it for you and complete it. Basically your Rater and Sr Rater will just have to sign. While this this not ideal, it'd be the best solution for you or anyone whose chain of command is not as diligent when it comes to NCOERs.

I am also trying to get COR done. I completed everything in Jan and send it up for signatures. Sr. Rater had to go in and make changes and it's been messed up since. Rater won't help and Sr. Rater refuses to make changes because is only a COR and some things "don't apply" to him.

Sadly, I see this happen too often in some Reserve units. Especially if there is no S1/Admin Support. Also, I've seen how insouciant many leaders are regarding evals.

IG seems to be my next course of action but after reading your post it doesn't seem like they'll be much help.

This is an COR from 2015 before EES was set up also if the individual that's my rater refuses to do the COR npthing can be done on EES and now she's saying she was never my rater. So I'm kind of screwed because even the IG can't force her even after them having a conversation and she agreed to do the COR. If you read some of the comments I been through a lot of the process now is getting my CSM involve what would be my best bet.

2015?! So she lied to IG saying she would do it and now is saying she wasn't your rater? I wonder, was she always like this when it came to evals? Sadly I have seen this happen as well. Since she claims she wasn't your rater, can someone else do it for you? I highly doubt there was ever a "posted and updated rating scheme" so this is a possibility. If even IG can't make her do it, I doubt anyone will.

SGT(P) (Join to see) - I think you're right about that the actual unit is pretty much saying she has to do it and her and the supposedly senior rater are denying they were my raters. Also they did this to another NCO that also had tranfer the same month I did back in March of 2015
