Why is it that an NCO who fast tracked is now being hurt by the Army's STEP program?

Why is it that after I was promoted, prior to the Army's implementation of the STEP program, it was easy to go to the NCOES schools, but now, after being an SSG for almost 18 months, I am continuously told by NCOES, that I have to wait for others to go through ALC?

SFC(P) (Join to see) I would suggest that you check with your S3 to see if there are any reserve component courses nearby that you could attend if you cannot get a slot here at Huachuca.

Its a simple reason of priority.
Have you read the message that stats you have a lower priority then others in a different group?
Do you have the message? post it or post a link...

SGM Erik Marquez
Id bet Sm in this category "(5) Soldiers who are not fully qualified for promotion pin-on will remain on the selection list with their sequence number, but will not be selected for promotion pin-on until after they are fully qualified and a new promotion requirement exists for their respective MOS and rank."
Have first priority.. followed by those already pined SSG, but not completed ALC, followed by SGT.
But id have to read the specific memo first. All I can find is the message that details requirements under STEP FOR promotion.. not one that discusses ALC priorities ..and you can bet it is out there.
It will detail who is first in line to get an ALC slot, what happens if they refuse or do not meet the pre requisite, and or refused entry at school house/ fail out. THAT is the message you need to find and read.
I think it is on the login only side of HRC, thus I do not have access.

SSG Maxwell,
The MI Branch only coordinates NCOES in conjunction with PCS. Have you contacted the S3 Schools NCO? The HRC Schools Branch is enrolling by priority 1) SSG eligible for SFC 2) SSG by date of rank 3) SGT (P) 4) all others.
This is from my Branch Manager, below is from HRC.

I faced this frustration Guard side as well. I completed my NCOES on or ahead of schedule from the time I enlisted. I took it seriously. So every other joker that put it off as long as possible, was now in front of me, because they "needed" it once STEP was implemented. Life isn't always fair. Now I'm Air Guard, and won't be eligible for promotion for a few years, so it doesn't matter anyway.
