Why is it that most commissions that deal with Military compensation are made up with individuals who don't represent the Enlisted Corps?

Great question. Sadly, most politicians have no clue what it means to be in the military let alone on the enlisted side. There are several who have served but many of those did so to in order to better promote themselves in the political arena. Just look at Kerry, Hagel, and McCain.
