The $5 is the IE (incidental expenses; ATM fee, laundry, etc).
The M is meals, which has several rates:
Available: you're eating at the DFAC for free
Provided: you're paying DFAC rates at the door
Partial: some meals are free at the DFAC, not all
Full: you're paying for all meals on the economy and get the full rate for that zip code.

The term M&IE refers to Meals and Incidental Expenses, a standard reimbursement for travel-related food and minor costs. This allowance is specific to travel because it acknowledges the unique expenses individuals incur while away from home.
