Why is there such a gap in the quality of barracks housing, even within the same BDE?

I have been with my unit for about 3 years. During that time we have been housed in 4 separate barracks buildings. And each one has been different. Different layout, different square footage, even different amenities. Also, having been tasked out to the FSBP for red cycle tasking, I have seen a few other barracks on post. Here's a prime example of what I'm talking about: my barracks is two per room. Open room, small closet, and only "cookware" is microwave and a fridge. Other barracks I have seen Soldiers have a common area almost as big as my whole room, a spacious private room, full kitchenette, and washer and dryer. I am curious as to what the reason is behind such a huge gap in the quality of the barracks, even within the same post or even BDE.

Be greatful you never had open squad bays in quonset huts or WWII German barracks. When Desert Storm ended, we had 8-10 people in 4 man rooms..canoed bedroll displays....if anyone complained.....pup tents in the quad in the dead of winter.

My intent was not to come across as complaining. I've had worse barracks, and better. I'm mostly curious as to why barracks of similar age belonging to the same BDE can be so different.
