As a health specialist, will it be easier to get a Doctorate while serving in a US Army active duty position or serving in a Reserve position? Which of the two categories guarantees more educational benefits?

A doctorate in what? Your question is all over the place. There's no MOS called health specialist and you tagged social work which requires a masters, not a Doctorate.
