This is the first NCOER I am recieving as a SSG and I have been in this grade for 11 months leading up to this NCOER. If I recieve a qualified and Promote with peers from my senior rater, will it effect me negatively even if my next NCOER shows highly qualified or most qualified and promote ahead of peers?

I am not feeling entitled to a better rating, I just want more understanding of it. thanks

It won't hurt you, chances are your Senior Rater might have an immature profile (not able to give you a "far Exceeds Standards"). "Highly Qualified" identifies NCOs with strong potential for promotion with peers. The rating tells me that you've met the standards, this level of performance is considered normal and typically demonstrated by a majority of NCOs of the same grade.

I always hated the over-inflated ratings that most NCOs gave out. I once gave an E-5 a 2/2 with 2 Excellent blocks (on the old 2166-8) and he came crying to me, asking what he had done wrong! A 2/2 is a good rating. In fact, NCOs who used to give out 1/1s were doing Soldiers a disservice. If you maintain the same level of performance throughout your time at your current rank, how can you ever show improvement? Nobody expects you to know how to function at a rank as soon as you get promoted to it. You are promoted on your POTENTIAL to function at the next higher rank. It's not a magical transfer of knowledge and experience when you pin it on. A Soldier should show a gradual improvement over time. Otherwise, it all crap and most CSMs who sit on centralized promotion boards know it.

The problem is that most NCOERs aren't actually written by the rater, they're written by the NCO in question. For that fact the senior rater portions were the only ones that mattered. 2/2 or better meant you're a competent a 3 or higher (note: I'm aware 3s weren't supposed to be bad) were garbage. I never received the quarterly counselings for the NCOER not once. So the NCOER system is broken and all it takes to kill your career is to have a senior rater who dislikes you on a personal level.

NEWS FLASH- NCO's not indefinite status reenlisting with NCOER's of a 3 or below in the current grade do not qualify to reenlist now. I just got done extending for recruiting duty requirements and had to submit a packet full of NCOER's to retention. Contact your unit career counselor's for verification.

SGT Tony Clifford - It seems to me like you had a succession of crappy NCOs. You wrote your own NCOERs and you never received your quarterlies? Wow. I disagree with your first sentence. I'm not sure how many raters you had, but MOST NCOERs are NOT written by the rated Soldier. Most NCOERs are done correctly. In fact, every CSM I had ensured that they were written correctly, by the rater, and any negative comments HAD to be backed up by the 2166-8-1. Sounds like you got a raw deal. I always told my NCOs that they wrote their own NCOERs, but what I meant was that their performance would dictate what I wrote. In other words, the guys that did the right thing, improved their PT, went to college, and performed good or exceptionally at their jobs would get the good ratings. Those that cruised along, did nothing to better themselves, or gave me disciplinary problems would get the ratings that they deserved. I never put a rating on paper that the NCO didn't earn. Sorry that your NCOs didn't take care of you in a professional manner with integrity.

Your first NCOER as a SSG? I would say you are fine. I would also add the new NCOERs seem to be more heavily geared towards rating people all the same except for a very select few (as opposed to the old NCOER in which everyone was a 1/1 highly qualified or you were "ate up"). In any event, you have plenty time before being eligible for SFC to get a better rating if you want to. Also, I don't know if anyone has told you but if you aren't already doing so, you might want to consider keeping a log of all your significant accomplishments throughout the the year. I know it might seem strange but it can help you and your rater (especially when doing your support form).

Thanks for your input and advice Chief. Because of the old NCOER, it makes me feel like if I don't get that "highly or most qualified" then it will ruin my chance of promotion later on. Just like when you said either you are a 1/1 or ate up. hopefully that is not the case here, and I am sure it isn't but it is nice to see what others will say in regards to this matter. Thanks again.

The new NCOER (like the OER) track raters' use of highly qualified which makes it very hard to give NCOs the higher rating. So trust that it happens significantly less now (as it was meant to).
