Specifically targeted on 1st term wanting to reenlist, but will affect everyone as Boat Spaces dry up.

That seems like a low rate of reenlistment, one in five, GySgt Joe Strong. It's going to affect four out of five first-termers nearing the end of their enlistment. The question is, how many of those five want to reenlist? If it's only one, then the impact will be minimal, but I'll bet it's a lot higher than one in five. I wonder what the other services' rates are ... and if they are as dramatic as the rates in the Marine Corps?

The article notes that 4000 were seeking 400 open slots last cycle. As drawdowns tighten that's only going to get worse. And adding to the pressure the Corps works on a Boat Space to Boat Space system, if the guy above you doesn't move up or out everyone below stagnates.
