With an ETP to the COVID restrictions, should a soldier be granted emergency leave to travel out of state?

My command is telling me it may not get authorized because of covid. This doesn't sound right to me at all. With ETP this soldier should granted leave to tavel out of state correct? Please only comment if you know not what you believe.

Your command is correct, the ETP must be signed by the 1st GO/SES in your Chain of Command. The commands use local and state guidance in regards to their decision. Factors include whether or not the area SM is requesting leave has had an increase in cases or if the location is still in a Shelter-in-place status.

I do not believe that there are any states left that still have a shelter in place order.
