With the Military being gutted by the Commander and Chief, is it time for a Civilian Military?

I've seen people in the USAF say that for many units/missions if you switch to contractors and civilians you may see no difference...

I am refering to a Civilian Military on US soil. Obama via Executive Order gave himself the right to call for Martial Law at any time for no reason at all. 2016 is shaping up to be a challenging year with ISIS, the economy and serious attacks on the 2nd Amendment. If he calls for Martial Law, the Constitution and Bill of Rights are suspended as are all elections. The only person that can lift Martial Law is Obama. With the overwhelming amount of proof he is a Muslim, this presents a huge problem. King Obama may never leave. A Civilian Military would prevent this from happening.
