With the NCOES requirement for promotion, isn't there a waiver if there are no seats available for the remainder of this training year?

No, there is not a waiver.
However, there are a boatload of school seats unless you are a really obscure MOS. Talk to your Training NCO and get on a wait list.

1SG (Join to see) Very true and also having the minimum to conduct a class. I had a ALC class that I had 4 of my SSG's put in for. Class non conducted because of not enough apps. Luckily they found another class and all rolled over to that class in Reserved slots.

So 1SG (Join to see) As you can see from the conversation between myself and 1SG (Join to see) There are plenty of opportunities to get into NCOES. Light a fire under your Training NCO and get to school!

Appreciate all of your input greatly! My MOS is 92S, Shower/Laundry, and to my knowledge the only place ALC is conducted is Ft. Dix. Same place I did reclass. I will contact the Cadre and verify no additional locations exist. The disappointing part of this change in promotion process is I hold an E-6 slot (actual line/para) with the unit.

1SG (Join to see) - That would qualify as an obscure MOS. I think that you are correct that locations and dates for that one is limited, but don't let that stop you from getting on a wait list.
Also, have your Training NCO call the schoolhouse, explain your situation, and gauge what the prospects are for being rolled into the course from the wait list.
There is really no downside to that course of action.

Who is saying there are no seats available? Has you unit or ATRRS Manager been checking the 90 and 120 day lists? Those are the lists that are published 90 and 120 days out from start date of a course that still shows vacancies. It is pretty much open to any State that wants the slot and can send someone.

We did, however there are only 2 ALC courses for the 92S course.
2 other SSG's in my unit were also disapproved to attend.
What puzzled me was the reason " due to lack of funds".

Historically, thousands of seats go unfilled at every level of NCOES each year.... The slots exist, it's just a question of getting your chain off it's butt and getting you there...
