Would the assassination of Vladimir Putin put an end to the carnage in Ukraine or prevent the expansion of the conflict?

Imagine if someone had assassinated Hitler? Maybe assassination isn't the worst outcome, but rather a simple act of desperate diplomacy.
Executive Order 11905 is a United States Presidential Executive Order signed on February 18, 1976, by President Gerald R. Ford in an effort to reform the United States Intelligence Community, improve oversight on foreign intelligence activities, and ban political assassination.[1][2][3] Much of this EO would be changed or strengthened by Jimmy Carter's Executive Order 12036 in 1978.
Could you imagine Biden reversing this executive order? Or might he subcontract the job to someone more adept, such as Israel's Mossad?
