I don't claim to have all the answers, nor a definitive position....
On one hand, if you want a highly successful program that deals in six figure financial numbers you have to have the person and thier experience to build/ run it. And pay them accordingly. And much money did go to vets.....vast sums also went pay folks to run the program....
