Did a search, it denotes the soldier was in a distinguished unit.
not sure if that is accurate but this is where I got the information.

He wouldn't happen to be a West Point Grad, would he? That's also the wreath used in the Superintendent's Award for Achievement, but it could easily be based on the other awards already mentioned.
