What is your take on EPR "mark downs" for education?

I've been seeing this conversation a lot lately, more so about MSgt or TSgt being "marked down" on their EPR for not having a CCAF.
The argument I keep hearing is that you should not be marked down because the little brown book says MSgt SHOULD complete CCAF, not WILL complete CCAF.
My argument is if the STANDARD is SHOULD complete, then how can you be marked all the way to the right saying you exceed the standards?
In my career as a supervisor, I would not give ANY rank a marking of exceeds standards with regards to education if they were not taking classes, because in my feedback sessions, I made it clear that I expected them to take AT LEAST one class a year. I only had to "mark down" one individual because he was the only one who decided to test that expectation.
I put the phrase "mark down" in quotes because I hate the term and I think it's part of the mentality that allows over inflation to thrive. If you merely MEET the standards, how are you being "marked down" by not getting a mark all the way to the right saying that you EXCEED the standard?
Thoughts? This is obviously an Air Force related topic, but I welcome all thoughts.

The problems is they are considered "mark downs"......in reality you should have to defend every single "mark up"......

If a MSgt does not have any education (ie. CCAF, BS, etc,) then they should not get a 5. But if they have a BS or Masters in their career field then the CCAF should not be a requirement. However, if they have a BS or Masters not in their career field then they should have a CCAF. They should really use more logic when they look at it.

Here's my question for you...do you want to make SMSgt? If yes you'll be required to have your CCAF. If no, then what do you care if you get marked down? That's what I tell all my airmen. You need to be pursuing your CCAF, if not you'll be marked down.

What is your job, can you get off shifts to go to class, deployment tempo, heavy TDY schedule should all be considered IMHO.

With nearly every school offering online options those excuses have less validity. I won't get into my "tempo" resume, but I can assure you that as busy as anyone out there and still found the time to check that block in my career progression.
