Which S shop is in charge of preparing and maintaining TCS orders?

S-1 does all personnel actions.

BDE S1 takes care of this. In my unit, the action is routed through the S3 because it has to deal with operations. So BN S3 to BDE S3. BDE S3 to BDE S1. S1 to MPD. And then reverse.
