Is this an example of standards that are to low when allowing Soldiers to enlist or is this a random incident? The article states "The two soldiers allegedly carried out the transaction while wearing their army uniforms." Is this a black eye for the Army Reserves?

I don't think this incident relfects negatively on the Guard (NOTE: these were National Gaurdsmen, not Reserve Soldiers) so much as on the individuals. Selling guns to the cartel is low even for a crook.
What I do find noteworthy is that the article leads one to conclude this was actual military gear. SAPI plates, ammo, and certainly weapons have pretty tight control measures on them to prevent this kind of thing from happening. If they could get their hands on this material and not be caught, that does speak ill of the accountability in whatever organization they are in.
I hope they rot in jail for a very long time.

That's what I was thinking also 1SG. How exactly did they gain access to these items?? I can count on 1 hand the number of personnel allowed in the vault/Supply room at my unit, and none are below the rank of E6.
Plus we aren't even allowed to have ammo on site anymore.
Something smells with the whole article other than the fact of the turds doing what they did.

Ammo and weapons have not been allowed to be stored in the same place since well before I got in the Army. However, the most likely scenario is that the weigh-in for brass was not conducted or lax. That weigh-in is meant to ensure unfired ammo gets turned in. Stealing ammo directly is pretty difficult, as lot numbers track by DODAC to a given unit.
