Healthy Homes Rehabilitation Technician

Position Description
*This is a full-time grant funded position. End of employment is subject to the terms of the grant.
The Healthy Homes Rehab Technician is responsible for supporting the HUD OLHCHH Healthy Homes Production grant funded Community Development and Housing - Healthy Homes Program by way of performing Healthy Homes Hazard inspections / assessments, developing Statements of Work / cost estimates, soliciting bids, and providing QA/QC of Healthy Homes Intervention projects.

This is a grant funded full time position. Term of the grant ends November 15, 2026.
Typical Tasks
Conducts Healthy Homes Hazard inspections / assessments and documents deficiencies in housing; inspects structures for Home Hazards, code deficiencies, and substandard conditions; meets with the property owners to discuss required / eligible repairs and/or improvements and program requirements to ensure eligibility.

Develops work write-ups, environmental review requests, building sketch plans, Statement(s) of Work, cost estimates; prepares project summaries, maintenance plans, owner notifications, and other documents relating to healthy housing hazards, inspections, results, property conditions, and project status reports.

Ensures all drawings and specifications are adequate for contractor bidding; obtains bids for Healthy Homes Intervention work and assists in the selection of contractors to perform work; prepares contracts from standard documents and holds conferences with owners and contractors to discuss and approve contracts.

Conducts and documents inspections of Healthy Homes Intervention projects; coordinates lead, radon, asbestos, mold and other testing / assessments; ensures work is performed in a timely and acceptable manner; prepares and recommends approval of payment vouchers; acts as an intermediary if a dispute arises regarding the Healthy Homes Intervention project. Assists in Healthy Homes Program project file maintenance and recordkeeping.

Assists in the recruiting, evaluation and approval of contractors for program participation and maintains a list of approved contractors.

Other related duties as assigned.
Qualifications
Education and Experience: Associates Degree in Construction Management, Environmental Sciences, Occupational Health and Safety, Building or Home Inspection with three years of experience; OR; High School Diploma / General Educational Development (GED) diploma and five years of experience in the general construction industry; OR, equivalent combination of education and experience.

Other Requirements:

Class C Driver’s License.
Hours will vary and the selected candidate must be able to work evenings and weekends on occasions.
Knowledge, Skills and Abilities:
Strong interpersonal communication skills and the ability to communicate and interact effectively with a diverse audience of community leaders and residents, contractors, businesses, governmental agencies, nonprofit organizations, and faith-based organizations.
Strong time management and organizational skills, and ability to work with minimal supervision and/or independently.
Knowledge of conducting inspections and evaluating Lead Hazard Control activities, Lead Inspection / Risk Assessments, Radon inspections, Integrated Pest Management practices, and Healthy Homes programs OR willingness to develop knowledge of Lead Hazard Control activities, Lead Inspection / Risk Assessments, Radon inspections, Integrated Pest Management practices, and Healthy Homes programs.
Familiarity with administration and management of federally funded grant programs and the ability to comprehend complicated regulatory language.

Note: Driving and criminal history check is required for the selected candidate. Selected candidate will be required to complete a post offer drug screen. Full time college enrollment status verification is required and if applicable, Degree verification.
Supplemental Information
PHYSICAL DEMANDS:
Must be able to perform inspection at site including climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions. Must also be able to perform very medium work exerting up to 50 pounds of force occasionally and/or more than 20 pounds of force frequently, and/or more than 10 pounds of force constantly to move objects. Position requires use of ladder and moving in cramped spaces while conducting home inspections and managing Healthy Homes Intervention projects.

WORKING CONDITIONS:
Work will be performed in both climate-controlled office, Heathy Home Intervention project sites, and at community outreach and training events / meetings. Position requires field work and exposure to Home Health Hazards in residential housing. Position requires interaction with grant partners, contractors, homeowners, tenants and other residents in subject housing units.
