GENERAL DESCRIPTION:

This upper-level natural resources position in the New Source Review Program reviews and conducts ambient air impact analyses for air quality permit applications to construct or modify industrial facilities. The position reviews designs, calculations, and other documents for details, accuracy, and completeness; examines the basis for air pollution controls and compliance with air quality standards and regulations; conducts ambient air impact analyses; drafts technical analyses and proposed permit conditions for public notice; participates in cross-functional projects within the Air Quality Division. Work is performed under minimal supervision.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

Conducts ambient air impact analyses using various models to determine compliance with WAAQS/NAAQS
Drafts and coordinates the preparation of highly technical and complex air quality analyses.
Collects data and prepares studies, reports, permits, and summaries for a variety of projects with varying levels of complexity.
Reviews technical documents for compliance with the State, EPA, NPS/USFS, and other agencies' requirements.
Reviews blueprints, process design plans, and specifications for technical merit and environmental impact.
Reviews and approves or rejects application submittals.
Generate special provisions for all projects to address issues unique to each project.
Ensure work activities meet project technical and policy requirements, state statutes, and federal regulations.
Responsible for negotiating and securing agreements with industry groups and applicants.
Responds to comments from stakeholders and industry in contentious situations.
Coordinate with other programs, agencies, or outside entities.
Participate in environmental studies and public meetings.
Respond to appeals, lawsuits, or other public record requests.
Serve as an expert witness.
Trains develop and mentor staff.
Advise senior leadership regarding project budgets, schedules, and contracts.
Develops and implements operating procedures for engineers and scientists.
Participate in selection panels for environmental engineers and scientists.
Confers with the agencies' staff in other states or levels of government regarding joint actions taken or to be taken or exchanged for vital or useful information.
Resolve and recommend resolutions of applicant and contractor disputes and claims.
Confers with supervisors and colleagues, presents and resolves difficult problems or questions, and discusses plans and actions.
Conducts extensive research of existing and evolving emission control technologies.
Responsible for project documentation and maintaining electronic records for each application.
Qualifications

PREFERENCES:

Preference will be given to applicants with a Bachelor's degree or higher in engineering,
chemistry, or other closely related environmental or natural science fields.

KNOWLEDGE:

Knowledge of environmental concepts, state and federal statutes, and rules, particularly regarding air quality.
Knowledge of state-regulated industries and the associated air emission units, processes, controls, and release point facility model.
Skill, knowledge, and ability in planning, organizing, and managing complex environmental regulatory challenges and problem solving by applying reasoned engineering/scientific judgment.
Skill in managing sensitive situations with competing interests in a political environment.
Knowledge of and ability to read, research, interpret and apply Federal and State environmental rules and regulations as well as State policies and procedures.
Skill in building and managing teams comprised of professionals with diverse backgrounds and affiliations, balancing disparate goals/priorities, and dealing with difficult people.
Ability to effectively manage technical staff and contractors' work in a team approach so that deadlines are met while maintaining quality to meet agency goals.
Ability to critically assess, in detail, written documents and technical work products,
including scientific studies and modeling results.
Ability to work simultaneously on multiple projects with various deadlines and objectives and be flexible and open-minded.
Strong written, spoken, and electronic communication skills with particular proficiency in explaining complex technical and/or regulatory issues and concerns to a varied audience.

MINIMUM QUALIFICATIONS:

Education:
Bachelor's Degree (typically in The Sciences)

Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst

OR

Education & Experience Substitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a(n) Natural Resources Analyst
