Summary

The primary purpose of the Program Specialist is to provide guidance and oversight to group users into TMS domains that mirror the VHA Organizational Structure. They develop and document policy and procedure for the TMS Administrators (Learning Manages, Item Managers, Content Managers, Scheduling Manages, Assignment Managers, Help Desk Managers, Report Managers and Performance Managers) at VHA/ILEAD Program Offices and ensures TMS Administrators are properly trained in their administrator role.

Duties

This announcement is only open to current, permanent VHA Human Capital Management (HCM) employees, including, Institute for Learning, Education and Development (ILEAD), National Center for Organizational Development (NCOD) and Workforce Management and Consulting (WMC), Station 131, employees. All other candidates will not be considered.

The major duties of this position include but are not limited to:

Serves as the primary TMS Domain Manager (managing VHA/ILEAD Program Office Administrative access to the TMS; VHA/ILEAD Program Office Domain Structure and VHA and VHA level courses, events, instructors, facilities, locations and equipment) in the
TMS.
Develops policy and documents procedure for TMS Administrators (Learning Managers, Item Managers, Content Managers, Scheduling Managers, Assignment Managers, Help Desk Managers, Report Managers and Performance Managers) at VHA/ILEAD Program Offices
and ensures TMS Administrators are properly trained in their administrator role.
Manages in the TMS VHA courses and content, creating and managing VHA level automatic assignment profiles and managing VHA/ILEAD Program Office reporting needs from the TMS.
Networks and partners with key individuals from VHA/ILEAD Program Offices to ensure that national training requirements and mandates are being managed through the TMS.
Ensures the content objects, documents and support material are created per VA policy and procedures.
Creates and manages appropriate curricula, training requirement or assignment profile to assign and manage the course.
Ensures course is placed in the appropriate TMS catalog.
Manages the creation of time based training events; registration and completions for VHA/ILEAD Program Office training.
Generates or manages the creation of TMS reports as needed/required by VHA/ILEAD Program Office staff.
Provides expert advice and guidance to VHA TMS Administrators regarding customer support questions or other issues affecting TMS users.
Follows appropriate escalation channels to the appropriate support group for issues that cannot be solved at the VHA level.
Generates reports to track training by content, item source, modality, accreditation type, occupation and geographic location.
Reviews reports and work measurement data to assist leadership in reviewing education delivery systems and programs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your specialized experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communicating effectively with internal and external stakeholders to accomplish collaborative efforts; Understand the design, implementation and evaluation of a learning management system, specifically the VA TMS, and the infrastructural elements in with which it is integrated; Familiarity with VHA education policy, implementation, or best practices; Knowledge of emerging technologies and the applications.
You will be rated on the following Competencies for this position:
OPERATIONS SUPPORT- Knowledge of procedures to ensure production or delivery of products and services, including tools and mechanisms for distributing new or enhanced software.
PLANNING AND EVALUATING- Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities.
COMMUNICATION- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the
audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing

TECHNOLOGY AWARENESS- Knowledge of developments and new applications of information technology (hardware, software,
telecommunications), emerging technologies and their applications to business processes, and applications and implementation of information systems to meet organizational requirements.
TECHNICAL COMPETENCE- Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary.
