This position serves as a Realty Specialist within the Regional Procurement Office (RPO) with the responsibility for the the acquisition of leasehold interests in real property including projects requiring construction or alternation below the prospectus lease level and within the thresholds as outlined by the Department of Veterans Affairs (VA).

Realty Specialist develops the acquisition plan, with consideration for promoting full and open competition. Prepares justifications for other than full and open competition. Estimates project costs. Identifies funding issues, such as ascertaining customer funding and lease scoring. Determines the acquisition approach. Prepares schedules and milestone plans. Obtains all necessary approvals of acquisition plan. Completes market research to determine items such as surrounding land use, competition in the marketplace, barriers to competition, local planning and zoning regulations, parking restrictions and economic factors affecting the market. Develops public notices through newspapers, public hearings and formal meetings with city offices to ensures all parties are abreast of VA's intent. Conducts market surveys to identify potential locations capable of meeting a space requirement for the Government. Identifies the appropriate Request for Lease Proposal (RLP) and Lease templates. Completes all required reviews, obtains customer concurrence, and sends lease proposal package to all prospective offerors identified during acquisition phase. Receives and reviews lease proposal packages; analyzes individual offers for responsiveness, completeness and technical compliance. Determines the financial capability and responsibility of the offeror through references of local banks, Dun & Bradstreet, financial statements, and other means. Obtains, reviews, and approves appraisals to verify that negotiated lease considerations are commensurate with market value. Recommends the acceptance of the proposal determined to be in the best interest of the VA. Prepares final lease document and obtains all necessary clearances prior to award. Ensures adherence to construction schedule and verifies specific stages of completion to ensure that the space satisfies the general and special requirements of the project. Conducts project inspections. Participates in the final inspection of newly constructed or altered spaces to ensure that all contractual specifications have been met prior to acceptance. Participates in the negotiation of the terms of the final settlement agreement with the lessor when vacating the space. Determines the disposition of fixed equipment and interprets the restoration rights contained in the lease. Interprets existing lease acquisition laws, regulations, and procedures. Reviews and approves appraisals and other market analyses to verify the accuracy of data used to establish the value of real property. Performs other related duties as assigned.

Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.
