Hello all! I am new to this forum so I was simply giving my first post a test run. I just have a question: can a BN XO Or civilian SSA Rate an AGR NCO FTS at Unit level ? I’m having difficulty finding anything in Army Regulation 623-3 Thanks!

By the book, yes.
What he book doesn't say is, an AGR should have an AGR in the rating chain.
If neither your rater nor senior rater is an AGR, then your BN AO should provide a letter of input.
