Can a soldier with a primary AOC in 11B and a secondary AOC in 90A get promoted based on position on UMR. HRC states they can as long as both AOCs are listed on UMR. Reserves are telling him that his primary that counts and have to reclassify and submit a 4187.

Is there a regulation that states this information?

The individual doing so needs return to his MOS school.
MAYHAP
You got told by one of the reserves many civilian (non)experts.
OR
The Reserves may have different regulations since they need to fill positions.
BUT since you are listed on their UMR that should not apply.
I may have the information incorrect myself so you should contact that individual's supervisor.
