Does anyone have any details on scroll P31-25?

Currently the G1 portal says "Awaiting HQDA Approval; List ID P31-25; 122 Days in DoD Approval cycle;" Is anyone aware of anything that could be blocking this?
It has been at the HQDA approval level since day 90
