Unit Circled No on AAA report for me to go to the Promotion Board without counseling me. Can they do this?

So on 10 Nov my unit said that I won't be able to go to promotion board because they don't think I am ready. I asked if they were going to counsel me on why so I can fix the deficiency so I can go next month and they stated they don't have to do a formal counselling since i'm not in my primary zone. What should I do. Brought it to my 1SG attention and he didnt really seem to care. He has been on leave as well. Its crazy cuz most of the time you have to force people to go and I am willing to take on more responsibility and further my career.

The commander only has to counsel you for non-recommendation if you are in the primary zone.
Regardless, if they don't feel that you are ready, they should tell you why, but it's usually something that takes longer than 30 days to fix.
I feel like there's more to this story.

You will have 11 months TIG on 15 APR 2021. That makes you eligible for the May 2021 board.
Between now and May, (and for the rest of your career) demonstrate potential: take on responsibility, show initiative, get things done on time or early, don't wait to be told to do the right thing. And study up on AR 600-8-19, because that would have answered your question before asking it here.

Your unit does not have to send you to the promotion board until you are in your primary Zone. You are eligible with a waiver to attend earlier. You simply were not given a waiver, your leadership does not have to counsel you on why they did not give you a waiver.
Now, if you enter your primary Zone and your leadership does not allow you to attend the promotion board, then you have a valid Inspector General complaint. Once you are in your primary Zone, your leadership must send you to the board, and does not have the option of Simply circling no
