I had a soldier miss his service medal by two weeks. We’re not sure if his emergency leave counted as time out of the country. Any help or references would be great. Thanks y’all!

That would be interesting because if even under normal circumstances, we all take some sort of leave while deployed. Now, if the leave was BEFORE the minimum requirement and he never returned then I could see him missing out on it.

SGM Erik Marquez - As long as the emergency leave didn't shorten the tour on either end (started late or ended early), then I would suspect the leave time to be counted as a part of the tour.

Yes of course.
If you weren’t there, you weren’t there.
Things like Emergency leave and permissive TDY are free (non chargeable Leave) but if you didn’t meet the time requirements you don’t get the medal

Thank you Major Hamilton, he called me from the Demobilization station and said it had gotten fixed. He was confused.

OSR seems to have been covered by the gentlemen in the other conversation. As far as OIR, I think it specifically says that they have to be "in theater", so I don't think leave would count. Keep in mind that when I was there, , the Army come out with a policy or MILPER that said you only had to be there 30 consecutive or non-consecutive days. Don't be afraid to ask your S1 too.
