If this is the actual case, you are likely not going to be allowed re-enlistment if you were QMP'ed for a GOMAR. HRC released MILPER 19-210 yesterday that states:

3. In support of the QMP and the HQDA FY21 NCO evaluation boards, every month beginning 1 August 2020, HRC will review the performance and restricted folders of Regular Army (RA) and U.S. Army Reserve Active Guard Reserve (USAR AGR) Soldiers. Soldiers who receive one of the following QMP qualifying documents for filing in their Army Military Human Resource Record (AMHRR) will be referred to the board associated with their current rank:

a. Memorandum of reprimand from a general officer or memorandum of reprimand directed for filing in the AMHRR by a general officer.

b. Conviction by court-martial or punishment under UCMJ, Article 15.

c. Relief for Cause NCO Evaluation Report.

d. DA Form 1059 (Service School Academic Evaluation Report) indicating NCO education system (NCOES) failure.


4. Upon identification of the qualifying document, Soldiers will have their Immediate Reenlistment Prohibition (IMREPR) Code changed to 13 by HRC. As a result of the imposition of IMREPR 13, Soldiers are:

a. Placed in a non-promotable status.

b. Stabilized in their current assignment. Soldiers on assignment instructions (AI) will be deferred or deleted and stabilized pending board results. Soldiers stationed Outside the Continental United States (OCONUS) and on AI should contact the POC listed in paragraph 7.a. below to discuss their options.


5. Concurrent with the IMREPR code 13, HRC will send notification memorandums to Soldiers, through their commands, informing them that they are subject to consideration of denial of continued service by one of the upcoming HQDA FY21 NCO evaluation boards. The Soldier will be considered for denial of continued service at his present grade evaluation board. Timelines for submission of matters of mitigation will be established in the NCO evaluation board announcement MILPER message. The pre-board notification procedures and responsibilities outlined in Reference B remain unchanged.


6. All other QMP procedures outlined in Reference B remain valid until superseded.

Double Kay World - its likely in his restricted file. but its in their. Only HRC and OPM can see it.

SSG (Join to see) Okay, I guess my question is wouldn’t the Army Record Review Board see It also. To send a sealed letter stating that it doesn’t exist is crazy... and for his ETS date still stating next year per the recruiter ...Another thing was his old unite couldn’t even find his file we have a letter written for that also.

Double Kay World - Did he receive a GOMAR? He would know if he received one. He got a DUI which resulted in a GOMAR which is always filed. My above comment stands, he wont be able to re-enlist given the new QMP guidelines.
