Kind of. Technically your authorization to be there would be your proving you have a reserved slot in ATTRS. which can be proven either by attrs itself or the email notifying you that you're attending. Your 1610 is printed off from DTS that authorizes your traveling there.

Your 1610 is what you get after you have completed ALC much like BLC/WLC. If you are active duty you will not receive orders. If you are reserves or NG you should receive orders to attend ALC in however many phase you are attending.

your 1610 is your travel orders taking you to alc. your 1059 is what you get for completing it
