Does anyone know how the process works for getting an Exception to Policy waiver for a ARNG 1LT taking a Title 10 ADOS-RC job (rank waiver)?

M-Day drilling guardsmen offered Title 10 ADOS-RC job and require waiver for being a 1LT (ARNG policy is that all 1LTs require ARNG Chief of Staff ETP waiver). How long does this take? who initiates it? Is this a pro-forma thing or is there serious case by case evaluation of the waivers?

I have never known ADOS t to need a waiver. I was Title 10 ADOS as a 1LT. The only time I saw this was for AGR.
Who is the job poster? Typically, an exception to policy is either formatted by the controlling component or the referential states how an exception to policy is initiated.
Who is the controlling component? What regulation covers ADOS-RC job postings? What is the usual grade for that position? Is there a formal form to fill out? Check to see what Army, MTV, or state regulation covers the process.
