Bio 

History: I enlisted and served in the U.S. Air Force from 1971-1975. Upon completion of military service, I returned to complete Bachelor’s Degree in Sociology at the University of Texas at El Paso in 1977, and a Master’s Degree in Social Work from the University of Texas in Austin, Texas in 1980. Education has included a Full-Paid Scholarship to study at the Colegio de Mexico in Mexico City in the summer of 1980, and completed Executive Management Training at the University of Pennsylvania – Wharton School of Business in 1987. FEDERAL PUBLIC SERVICE: Including military service, I completed 27 years of federal public service where I gained over 20 years’ experience in leadership, management, and domestic / foreign policy-making. Experience was developed through service with the U.S. Air Force, U.S. Department of Veterans Affairs, U.S. Environmental Protection Agency, and the U.S. International Boundary and Water Commission, where I retired as U.S. Section Secretary/Foreign Affairs Officer. COMMUNITY SERVICE: Served as President and Founder of the Veterans Business Association from 2006-2010. From 2010 to 2014, I led the revival of the American GI Forum (Congressionally chartered National Hispanic Veterans Organization) in El Paso, Texas. I served as National Vice Commander from 2013-2014, and National Executive Board Member from 2012-2014. Over the past 5 years, I have been active in the development and start-up of the following nonprofit organizations: Legacy of Valor (2015); El Paso County Vietnam Veterans Memorial (2015); and Socorro Veterans Memorial (2017). In October 9, 2018, Secretary of the U.S. Department of Veterans Affairs appointed me to the V.A. Advisory Committee for Minority Veterans, where I serve as Chairman of the Veterans Benefits Assistance Sub-Committee. I’m a life-time member of the American GI Forum, life-time member of Vietnam Veterans of America, active member of the American Legion. My personal mission is to advocate for improvement of Veterans’ and Families’ access to V.A. Healthcare, Benefits, and Cemetery Services. In 2009, I was recognized as the Small Business Administration “Veteran Small Business Champion of the Year!”
