Over 35 years of extensive experience in Management, Systems Acquisition, Contracting, Strategic and Organizational Planning, Source Selection, and Program and Project Management. Directed contractual execution of major programs such as the $16 billion “next generation” F-22 aircraft program; directed the award of 100 contact change actions, valued in excess of $3 billion for the F-22 Program. He has served as a consultant for over twenty-four (24) years and been a Monterey Consultants, Inc. (Monterey), employee for more than seventeen (19) years, along with five years as an imbedded consultant to Monterey.

Skillfully assisted in directing the contractual execution of this $16 billion “next generation” aircraft program. Directed the award of 100 contact actions, valued in excess of $3 billion for the F-22 Program while ensuring the program’s schedule and integrity remained intact. Led F-22 Working Group, Lead Facilitator for F-22 Executive Steering Committee and key “Contracting Representative” during F-22 Program Management Reviews.
