Chief, Operational Support Division (Lieutenant Colonel)
INTELLIGENCE OPERATIONS DIRECTION: Accountable for and directed all process and operational support matters at NRO ground sites worldwide. This resulted in the first comprehensive written guidelines in the areas of Configuration Management and Operational Support Needs procedures, as well as directed supervision of the Contracting Officer’s Technical Representative (COTR) of a multi-vendor contract worth more than $85M. OFFICIAL LIAISON AND REPRESENTATION: Chaired Mission Operations Division (MOD) Engineering Review Board (ERB) and represented MOD at the NRO ERB to ensure operational needs were met in fair and equitable manner. Coordinated process development with other NRO directorates to reduce redundancy and increase resource management efficiency.

LAW ENFORCEMENT AGENCY ENGAGEMENT AND SUPPORT: Conducted NRO corporate interaction and mission support policy with federal and state LE community, based upon developing and implementing a comprehensive and deliberate strategy to engage the LE community. Educated LE users on NRO capabilities and coordinated operational support.LAW ENFORCEMENT COORDINATOR: Served as Law Enforcement Coordinator, Deputy Director for Mission Support (DDMS), NRO. Provided support to the NRO on all Law Enforcement (LE) matters. Supervised two contractor support personnel and three military personnel. Coordinator and Point of Contact (POC) for Strategic, Operational, and Tactical interactions with federal, state, and local LE agencies, when appropriate. Developed all LE-related policy and engagement guidelines.

Chief, Antiterrorism Operations Intelligence Cell (ATOIC)
ASSIGNED TO THE DEPARTMENT OF THE ARMY, PENTAGON: Served the Office of the Chief of Staff at Headquarters, Department of the Army (HQDA) as Senior Terrorism Officer for Antiterrorism (AT), combating terrorism (CT), and Force Protection (FP) issues. INTELLIGENCE PRODUCTION, DIRECTION AND SUPERVISION: Directed 12 military, civilian, and contractor personnel producing daily terrorism intelligence support and briefings to the Senior Army Leadership, including the Secretary of the Army and Army Chief of Staff. These products were also distributed to over 300 other agencies worldwide. Provided 24/7 current terrorism intelligence capabilities. Provided all-source, fused (domestic and foreign) terrorism intelligence products to senior leaders.

Senior Terrorism Officer
TERRORIST-RELATED INTELLIGENCE PRODUCTION: Reported worldwide terrorist-related intelligence and criminal information to the Senior Army Leadership and Army installations worldwide. Coordinated with terrorism experts in Department of Defense (DoD), DIA, CIA, FBI, NSA, and the Department of State (DOS). INTELLIGENCE OPERATIONS DIRECTION: Managed the Army’s ATOIC portion of the Army’s Force Protection Assessment Team (FPAT) program. Reorganized the intelligence part of the FPAT program, resulting in zero errors in scheduling or inspection reporting. Primary Terrorism briefer and advisor to the Chief of Staff of the Army and his senior staff. The information and advice given to the Chief and staff resulted in better FP for Army assets and better situational awareness of terrorist threats.
