<p>Many prior service personnel often have issues with their records, especially with Chapter proceedings. When you are trying to correct your records,, upgrade your&nbsp;discharge, or challenge&nbsp;the "regular order of the military"&nbsp;you will most likely have to reference Regulations that were implemented at the time. But how do you find those regulations that have been rescinded over the years?
