Is the SOM for everyone, non-NCOs, or E-4 and below? I'd like to attend the SOM before going to the promotion board.

Well, a CPL is an NCO...so logic would dictate they compete in NCO of the Month competition. Personally, I do t see why not. However, it's whomever runs the Board that dictates the grade ceiling. Talk with your 1SG to get their input

If there's no NCO of the month board sure. I don't see why not. Usually companies have SOM and NCO of the month boards. But not always.
