This story is sad. There is obviously more to this and speculation gets us know where. It is an odd close to a senior investigation, at least they stopped it before he took the position.

When I do things, I preface it by questioning whether it is illegal, unethical, or immoral. I guess some people lose sight of that measure of wrong or right when they gain more influence. They get to a point where they are above the law I guess. Or they make a poor choice and nothing happens, which normalizes the poor choice so they just keep doing it over and over again until caught. Regardless, you're right... It is a sad story.
